About JCE Environmental
Judgement built
at the bench
JCE Environmental Pty Ltd is an independent hazardous materials consultancy based in Perth, founded to make senior assessor judgement directly available to clients without a layer in between.
Principal
Joshua Low
Joshua has worked every level of the hazardous materials lifecycle across 15+ years — from laboratory analysis and NATA laboratory management, through field supervision and clearance certification, to principal consultant and program leadership on government and resources projects.
That range is the point. Asbestos work is governed by codes and standards, but the difficult calls — whether a clearance can be issued, whether a control is adequate, when to stop work — depend on judgement built at the bench and on site rather than from a template.
He has held principal and leadership roles at Robson Environmental, Greencap, RED OHMS Group and EnviroProtect, working across state and federal government recovery programs, occupied healthcare facilities, heritage assets and remote resources operations.

How we work
Our approach
Hazardous materials advice is relied on long after the invoice is paid. These are the working principles JCE Environmental is built around.
-
Direct access to the principal assessor
Your point of contact is the licence holder. Joshua sets the technical approach, reviews the findings and signs off the work, so questions about method, results or risk are answered by the person accountable for them rather than relayed through an account manager. Fieldwork may be carried out by qualified subcontractors or field staff working under his direction.
-
Independence in assessment
Assessment and clearance work is kept separate from removal delivery wherever the engagement allows, so that findings are not shaped by the interests of the party doing the removal.
-
Reports written for the long term
Reports are prepared on the basis that a regulator, a future owner or another consultant may read them years after the job closes. Findings are stated plainly and limitations are declared rather than left to be inferred.
-
Issues raised early
Unexpected material, a scope change or a result that complicates a program is raised as it arises. Late information tends to be the expensive kind.
This is how JCE Environmental prefers to work. Where an engagement calls for a different arrangement, we would rather talk it through at the start than find the mismatch partway in.
